Notes: Very cold, no one around. Wind chill in the single digits. Arrived 30 minutes early for my niece's birthday party at The Franklin Institute, so ran out to seek this cache. GPS was bouncing around, but eventually found it behind a rock in the landscaping wall along the edge of the sidewalk. It was a small cylinder with childproof cap, like a pharmacy pill container, with tape around it.
